Writ challenges quota system in BCS exams

A writ petition was filed with the High Court (HC) on Sunday seeking its directives to cancel the 56 percent quota in the Bangladesh Civil Service (BCS) examinations.SM Asaduzzaman and M Harun-or-Rashid, who took part in 34th BCS preliminary test, filed the writ petition with the HC bench comprising Justice Naima Haider and Justice Jafar Ahmed.
In the writ, the petitioners sought to HC directives for issuing a rule upon the authorities concerned to explain as to why the existing provision of 56 percent quota in the BCS exams would not be cancelled and withdrawn.
It also sought a stay order on the activities regarding the quota system while the rule is under trial, and publication of the results of the 34th BCS preliminary test.
The cabinet secretary, the education secretary and the Public Service Commission chairman have made respondents to the writ.
Advocate Yunus Ali Akand, the counsel for petitioners, said the writ may be on the list on Monday for hearing.
Of the 56 percent quota, 30 percent is reserved for sons/grandsons of freedom fighters while 10 percent for females, 10 percent for those coming from districts, five percent for indigenous people and one percent for people with disability.
The results of the 34th BCS preliminary examination were published on Monday by following the quota system which was earlier followed after the viva examination.
Only 12,033 candidates, out of 225,575, have qualified for the PSC’s examinations under the quota system.
The unsuccessful students reacted sharply to the decision and launched an instant movement demanding the cancellation of the quota system.
However, the reviewed results of the 34th BCS preliminary test were published on Sunday with 46,250 candidates qualifying for the written examinations.
