23 sued for gross violation of rules in FR Tower construction

Dhaka, June 25 – Anti-Corruption Commission (ACC) filed two cases against 23 people for the gross violation of rules and regulations for constructing the mmuch-talked-aboutbuilding FR Tower which caught fire that claimed lives of 27 people and injured scores of others.
Among the persons involved in the construction of the building by adding additional illegal floors violating the original design were the FR Tower landowner, Rupayan chairman and two former RAJUK chairmen.
Through investigation after the fire incident on May 28, it was revealed that the commercial building had the permission for 18 floors with proper fire safety measurements but violating the rules, the structure became 23-storey within poor fire safety measures.
ACC Deputy Director Abu Bakar Siddique filed the case with the ACC’s coordinated district office Dhaka-1 yesterday, Pranab Kumar Bhattacharya, the spokesman for the anti-graft body told the journalists.
Rupayan Housing, a local real estate company, built FR Tower on a land owned by SMHI Faruque on Kamal Ataturk Avenue in the capital. However, both the landowner and the developer possess the ownership of the FR Tower which is elaborated as ‘Faruque Rupayan Tower’.
Soon after the terrible fire incident, the government formed four high-powered investigation committees to find out the irregularities while building it.
A probe report of housing and public works ministry revealed, the five of FR Tower’s top floors were “illegally” built and accused about 50 officials and employees of Rajdhani Unnyan Kartripakka, including two ex-chairmen, of committing irregularities in approving the building design. It also found the irregularities in clearing the floors for loans.
ACC filed the case under the penal code and Clause 5(2) of 1947 of ACC and the accused are the owners of FR Tower SMHI Faruk, chairman of Rupayan Group Liakat Ali Khan Mukul, president FR Tower Owners Society and managing director of Kashem Dry Cell Tanvirul Islam.
Besides, the other accused are RAJUK former chairman KAM Harun, its former member Rezaul Karim Tarafdar, its former director Shamsul Alam, current caretaker Mofazzal Hossain, assistant director Shah Md Sadrul Alam, former chief building inspector Mahbub Hossain Sarkar, former building inspector Awrangajeb Siddique, assistant authorised officer Nazrul Islam, former caretaker Jahanara Begum, former director Meheduzzaman, lower division assistant Mojibur Rahman Mollah and office assistant Enamul Haque.
The accused are BCSIR member (finance) Shawkat Ali, additional secretary of national parliament secretariat AEM Golam Kibria, deputy secretary of public administration Abdullah Al Baki, deputy divisional of directorate of public works Engineer Syed Nazmul Huda and executive engineer Samsur Rahman.
Under another case five are accused. Of them, owner of FR Tower Faruk and Rupayan owner Mukul while the other persons are RAJUK former chairman Humayun Khadem, former chief engineer Saidur Rahman and former authorised officer Syed Makbul Ahmed. – Staff Reporter
