Bangladesh Foreign Minister Dr Dipu Moni on Tuesday said some countries are not responding enough corresponding to their capabilities and endowment in curbing carbon emissions to tolerable limits.“Over the last two decades, we’ve been engaged in climate negotiations to secure agreement on a mechanism to curb carbon emissions to tolerable limits…yet, we couldn’t see fruition of our efforts. Some countries aren’t showing enough response,” she told the closing session of a function in the city.
The Foreign Minister, however, said it is interesting to see that some countries with minimal resource endowment have shown high degree of responsibility and action.
“This should pose a moral challenge to the rest of the world,” Dipu Moni said while addressing the event as the chief guest.
Cartagena Dialogue Secretariat and Environment and Forests Ministry jointly arranged the 10th meeting of Cartegena Dialogue for progressive actions at Sonargaon Hotel in the city.
Environment and Forests Minister Dr Hasan Mahmud, Dr Kazi Kholiquzzaman and Environment and Forests Secretary M Shafiqur Rahman Patwari, among others, spoke at the function.
Sharing Bangladesh’s experience gathered following its active participation in climate change issues, Dipu Moni said the country has made a commitment not to exceed the developing country per capita average emission although Bangladesh is in the middle of its development curve.
“In spite of our resource and constraints and development priorities, we’re aggressively installing solar panels across the village,” she said.
She said Bangladesh aims to generate 20 percent energy from renewable by 2020. “Such commitments we need from countries which matter most.”
Dipu Moni said there was a substantial gap in commitment and realization of the last MDG – on partnership. “That’s why as much as agreeing on new cluster of goals within the post 2015 agenda; these would prove no less critical and challenging.”
She also said Bangladesh has engaged proactively with friends in the developing countries – in climate discourse, in larger development discourses regionally and globally.
Hasan Mahmud said Bangladesh is one of the innocent victims of climate change and mentioned that Bangladesh is actively engaged in climate negotiations.
He said a much time has already been wasted to resolve the climate change problems. “We need to find out solution to salvage the planet.”
The Environment Minister also said the report that he got from the discussions here was encouraging. The Cartagena Dialogue is an informal group consisting of 42 developed and developing countries to support the international negotiations on climate change.
Bangladesh believes Cartegana Dialoue is a very prospective forum for steering the ongoing negotiation process towards a credible solution.
