Does quality education depend on exam only?

While talking to journalists at the ministry recently, the education minister Nurul Islam Nahid said that no promotion would be held without examination. We have never heard that without conducting 70 classes ( according to the curriculum)  in all the core subjects like Math, English, Bangla, Science, Social science in each term no examination can be taken by the schools authorities.According to the original routine (though deferred), PSC public examination was supposed to end by the 28th of November. The students had lost of their academic session for 9 (nine) days due to PSC examination. Actually, it was around 11 days i.e. before and after the exam days no classes were held and 17 days were also lost for the JSC public examination. The SSC public examination will be held on February 9 and it will  continue till 17 March 2014. So, there will be no other academic programmes for about a month and 10 days for SSC public examination.
Moreover, there are other exams like 1st term and year final examinations. There are no other academic programmes during pre-test and test examinations for the SSC candidates. Test examinations are also held for PSC and JSC examinations. So, round the year schools are very much busy with the examinations.
We also know that there are 185 holidays in a year. A few days ago a report was published in a daily that our students enjoy less contact hour compared to even other SAARC countries.
The incumbents have introduced coaching classes for struggling students but it is found that all the students are compelled to attend the coaching classes. So, guardians have to pay more and students  lose their valuable time. In fact, students have no time for playing or for social interactions. I was supposed to visit one Friday my sister after almost a year due to severe traffic in Dhaka but she asks me not to visit her because her daughter will attend the PSC examination on that day.
