Incompetent people hold charges of public universities: HC

Dhaka, April 18 – Expressing grave concerned over the ongoing erosion of values in public universities, the High Court yesterday commented that incompetent persons were occupying top posts of the universities across the country.
“Incompetent persons are occupying the big posts of the universities across the country that resulted in the ongoing erosion of image of the universities.
“None of those who were involved in creating a chaotic situation in the universities was qualified to do politics with Bangabandhu’s ideology,” the HC bench comprising Justice FRM Nazmul Ahasan and Justice KM Kamrul Kader came up with the comments while hearing on writ petition filed by Md Amdadul Haque, an aspirant candidate for the post of a lecturer at the Zoology department of Chittagong University (CU).
Amdadul could not attend the viva voce as some students of the university abducted and beat him up when he went to the university administration building for attending the viva voce on March 27.
Later, Amdadul filed a writ petition with the HC challenging the legality the VC’s inaction to allow him to appear before the viva voce for the post.
After hearing on the petition, the HC bench yesterday issued an injunction on the recruitment to the post of a lecturer at the Zoology department of Chittagong University (CU).
The injunction will remain in force till disposal of an application filed by Md Amdadul Haque, the HC said.
It also issued a rule asking the authorities concerned to explain why the inaction of the authority to allow Amdadul in appearing before the viva voce for the post of lecturer should not be declared illegal.
The HC bench also ordered the CU vice-chancellor (VC) to dispose of the application filed by Amdadul seeking permission to appear for the viva voce of the department in two weeks.
During the hearing on the petition, Barrister Jyotirmoy Barua, counsel for the petitioner, told the court that his client stood first in both honours and masters by securing 3.88 and 3.96 out of 4 in honours and masters. None has been able to break his record result since the inception of the university.
Such meritorious student could not attend the viva voce as some students of the university claiming themselves as Chattra league activists abducted and beat him up at the campus on the date of viva voce.
After that, the HC bench said that they were claimed as a follower of the father of the nation Bangabandhu Sheikh Mujibur Rahman, but they are not the real follower the Bangabandhu. They have no quality to follow the father of the nation as they were doing hooligan and terrorism on the campus, which is very unfortunate.
The HC bench also said that when the prime minister Sheikh Hasina is trying to secure return the country’s meritorious students in the country from abroad and appoint them in various section to flourish the image and dignity of that relevant sections as well as the country, the BCL men beat up meritorious student Amdadul, which is not acceptable.
Later, deputy attorney general Abdullah Al-Mahmud Bashar told the court that it is a was very unfortunate incident and his head bowed down in shame due to those who were involved in creating the chaotic situation in the universities.
Jyotirmoy told the court that after the incident Amdadul submitted an application to the VC describing the incident and seeking a chance to face the viva voce. But, the VC is yet to respond to the application,
he added.
Amdadul should not go to the university as he is a very much qualified student and the university should have paid respect to him. But it did not do so, which is also unfortunate, the HC bench said.
After the HC order, Jyotirmoy said that now the vice chancellor has to dispose of the application within two weeks. The recruitment to the post will remain halted till disposal of the application, he added.
Amdadul, who received a prime minister’s gold medal for his academic achievements, was barred by some activists of Bangladesh Chhatra League on March 27 when he came to the university to attend a zoology department’s lecturer recruitment examination.
Amdadul alleged that the BCL men demanded extortion from him and tried to brand him as an Islami Chhatra Shibir activist. “They demanded extortion from me,” he said.
He claimed that as he did not comply with their demand, the BCL men beat him up.
The BCL men then allegedly held him for around three hours till noon, and later handed him over to Hathazari Police Station, branding him as an Islami Chhatra Shibir activist.
Admitting the incident later, BCL leader Sharif Uddin claimed Amdadul was involved in Shibir politics. “Amdadul led the clash between Shibir and BCL in 2012. Many students and others witnessed the incident and told us about him. That’s why we beat him up,” he added. – Staff Reporter
