‘Those in law enforcement and judiciary should be neutral’

Dhaka, April 23 – Those who are involved with the law enforcement agencies and judicial process have to work neutrally. Otherwise, the trial could not be ensured, said Kazi Reazul Hoque, chairmen of the National Human Rights Commission (NHRC).
He said the murder of Nusrat Jahan Rafi, a madrasa student of Feni, was pre-planned. To prevent such incident, social demonstration needs to be created and also need to make public awareness extensively
across the country.
He was speaking as a chief guest at a programme on legal framework to protect children from violence in the NHRC’s conference hall in the capital yesterday (Tuesday).
The programme organised by NHRC and world vision Bangladesh in association with joining force Bangladesh.
He said we have to break the offender’s gang who commit such crime and need to bring them under justice.
“I became surprised when I saw some people formed human chain accusing Nusrat killer innocent. We have to boycott such people socially,” he said.
During the programme, the speakers discussed the legal framework for ending violence against with particular focus on physical violence and national action plan to prevent violence against women and children 2013-2025 taken by the government.
They focused on the development of children and women as human capital and the promotion of women leadership.
A survey conducted by world vision Bangladesh in 2017 says about 82 percent children’s less than 14 aged in Bangladesh are tortured in a different way while 77.1 percent children are tortured physically in an educational institute. Besides, 57 percent children are tortured in the workplace.
This time they give some recommendations to protect the children from different violence.
The recommendations are – children to be treated as individual human beings and autonomously, amend the children’s Act 2013 to address a wider spectrum of children’s vulnerability, introduction of bodies to ensure the safety of children in custody, training all the stakeholder of the children justice system, ensure establishment of sufficient numbers of safe homes and certified institutes, dealing with any child in contact with the law with respect to the dignity of the child, the city corporations to ensure the execution of their legal mandates and ensure establishment of affairs desks and the appointment of child affairs police officers in the police stations. – Staff Reporter
