Two cattle markets in grip of AL-men Govt deprived of Tk 3 cr in Cguadanga

Shialmari cattle market  of Jibannagar Upazilla and Dugdugi cattle market of Damurhuda Upazilla  under Chuadanga district are now in the grip of some of the ruling party men  as a result the govt has been deprived of a sum of Tk 3 cr during  the period of 1417-1420 BS. According to sources , one Forhad Hossain S/O Late Yakub Ali of Jibannagar as well as one Shohrab Hossain Khan alias Suroddin, S/O Late Golam Hossain Khan, the General Secretary of Uthali Union committee of ruling Awami League and a resident of village Monoharpur under Jibannagar police station plotted deep rooted conspiracy behind the scenario.
In this regard  news  were published  in the Daily khash Khobor on 8 April, 2012; the Daily Mathabhanga on 9 April, 2012; the Daily Ajkaler khobor on 5 May 2012; the Daily Amader Sangbad on 11 october 2012  but the authority did not take any proper step to solve the problem.
The upazilla administration usually advertises in the news papers to lease out the two hats for one year period and the businessmen procures schedules to take the lease. But the two dishonest conspirators out of evil motif filed writ petitions with the High Court and obtained stay order upon the tender process time and again and managed to stop open tender process to lease the two  Poshuhats for the collection of tolls. As a result the govt has been deprived of huge earnings from these hats.
It is learnt that one Abdul Kader Shintu a renowned businessman of Uthali Bazar deposited advance money as the highest bidder in order to take the lease of Shialmari poshuhat for collecting toll and submitted an application to the UNO of Jibannagar on 19/09/2012 praying to give him the lease. As the highest bidder the upozilla Vice Chairman  Hafizur Rahman and the women Vice Chairman Ms Farhana Akter Rini also recommended to give him the lease for collecting tolls for that fiscal year but the UNO of Jibannagar ignored the prayer.
The Upozilla Administrations of Jibannagar and Damurhuda invited tender through an advertisement in the Daily Mathabhanga for the lease of Shialmari poshuhat for the BS 1420. As such the bidders procured schedules and submitted their tender documents to the authority. But that Forhad Hossain and Shohrab Hossain Khan filed writ petitions with the High Court and obtained stay orders upon the open tender process and kept the hats in their grip. The writ petition number is  2001/2013 and 2002/2013.
Later, a meeting was held in the Jibannagar UNO office on 27/02/2013 on collection of tolls from Shialmari poshuhat. On hearing this Abdul Kader Shintu of Uthali bazaar deposited advance money as the highest bidder in order to take the lease of Shialmari poshuhat for collecting toll and sent an application to the UNO on 28/02/2013 requesting him to consider his case of being the highest bidder but the UNO Mr Sazedur Rahman did not respond him so far. Comparing with the Manikganj district administration and Dhaka City Corporation’s Gabtoli poshuhat’s toll collection process the MP of Chuadanga-2 constituency Mr Hazi Ali Asgar Tagor supported the two above mentioned persons in his letter to the Secretary of the Ministry of LGRD on 21/01/2013 and deprived the govt of earning about tk 1 crore. It is learnt that one Shahabuddin, out of public interest, has sent an application to the Prime Minister on 30 April 2013 stating the conspiracy of some AL men and the deprivation of the govt’s huge earning from the two poshuhats.
Some unscrupulous persons in Jibannagar and Damurhuda upazilla  have  recently enhanced their criminal activities. They frequently harass the journalists for publishing news reports about their terrorism and violence. According to sources about 10 journalists were assaulted and tortured mercilessly by them in the mean time. Very recently the local govt election has been concluded in these upozillas. Out of 5 UP Chairmen elections in Jibannagar Upozilla 4 has been elected from the Jamaat supported candidates.
Besides, one BNP supported candidate was elected as a Mayor in a lone municipal election. On the other hand, out of 7 UP elections in Damurhuda Upazilla, 3 UP chairmen were elected from Jamaat and 3 from BNP supported candidates. One BNP supported candidate was also elected as a Mayor of Darsana Municipality. Only two candidates from Awami League supported candidates were elected in the two Upozillas. The popularity of the ruling Awami League has been seriously declined in this areas in recent times.(Source: Chuadanga Correspondent)
