Uzbekistan – Cash instead chicken, please!

It is learned from media report that recently a city in Uzbekistan has paid wages of school teachers in new born chicken in lieu of cash. Last year the authority had reportedly paid their salaries with potatoes, carrots and pumpkins. It is indeed very disgusting!Uzbekistan is a food and energy self-sufficient, gold rich country. Cotton is a major agricultural crop while other crops like rice, barley plus fruits, vegetables, eggs, meat and milk are produced enough to meet up the internal demands. The country has a great potential to export agricultural produces.
It is not understandable to me why a country like Uzbekistan runs lack of cash and need to pay their teacher’s salary in chicken and vegetables? Why not the country tries to export chicken and vegetables and other agricultural products to neighboring and distant countries to earn enough cash (foreign exchange) to pay their teachers’ salaries in cash?
